The document was signed in the presence of Russian President Vladimir Putin and Indonesian President Joko Widodo. The signing ceremony took place at the end of a bilateral summit.
Both foreign ministers of each country have signed a memorandum of cooperation. One other similar memorandum was also signed by Russia's Federal Archives Agency and the National Archives of the Republic of Indonesia.
In addition, Russia and Indonesia have agreed program of cultural cooperation for the period 2016 to 2018, as well as a joint declaration between the Russian Federal Agency of Fisheries and the Ministry of Maritime Affairs and Fisheries of the Republic of Indonesia to prevent illegal fishing, as well as ensuring the stability of the fishing industry regulations.
Construction of Oil Refinery in Indonesia
During the meeting, Vladimir Putin said that the volume of investments in the construction of oil refinery in Indonesia with Rosneft participation could reach 13 billion US dollars.

"Our company, Zarubezhneft and Rosneft, have a large-scale special projects very seriously," said the Russian president. "That includes the construction of a modern oil refinery in Bali with the possibility of an investment of 13 billion US dollars," he added.
According to the Russian leader, there is a basis for expanding energy cooperation. Putin said the construction of a thermal power plant with the help of Inter RAO with a capacity of 1.8 GW are also planned. The investment volume of the project will be worth 2.8 billion US dollars. "Currently, Rosatom is working on the development of low-power experimental reactor," he said.
Indonesia Free Trade Zone-UEE
During a bilateral meeting in Sochi, the two leaders also discussed the issue of setting up a free trade zone between Indonesia and the Eurasian Economic Union (UEE, which consists of Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan).

According to the Russian president, Russia and Indonesia are working to implement the possibility of simplifying visa procedures.
"Last year, Indonesia has freed visas to Russian citizens for 30 days. The possibility to apply a relevant intergovernmental agreement is being worked on simplification of visa procedures," said Putin.
